PUBLIC NOTICE – RFQ #2018 066 - SRF Water and Wastewater Professional Engineering Services
The City of Del Rio (City), Texas is issuing this Request for Qualifications for obtaining the services of a Professional Engineering Firm to provide all the necessary planning, design, construction management and all other related engineering services for drinking water and clean water projects recently committed for funding by the Texas Water Development Board Clean Water State Revolving Fund and Drinking Water State Revolving Fund including Phase II-Waterline Replacement, Northside Interceptor-Wastewater Conveyance and San Felipe and Silver Lake Wastewater Treatment Plant Improvements. This engineering firm shall be able to sub-contract with other specialty sub-contractors and shall be a firm that complies with the licensing requirements of the State of Texas.
Evaluation factors for the qualifications at a minimum are: experience with preparation of plans and specifications for similar projects; qualifications of personnel and of project managers along with organization charts; previous experience working with the City; ability and capacity of the firm to carry out the work; office locations from where the work will be performed; and schedules for the completion of the projects plans and specifications; and necessary certifications by Texas Board of Professional Engineers.
City Engineering Staff and other departments will analyze and evaluate the Statements of Qualification and the highest ranked firm will be asked to submit fees proposal for the various disciplines expected to be involved in any future task orders.
The selection of a service provider and award of a contract is contingent upon the funding and approval through the Texas Water Development Board CWSRF and DWSRF. This RFQ is issue in accordance with Section 2254 of the Texas Government Code (Professional Services Act) and Title 40 Code of Federal Regulations, Part 31 (Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments).
State and Federal Requirements are applicable to this Project, including requirements regarding procurement, cost and pricing data, solicitation of Minority and Women’s Business Enterprises (MWBE) and Equal Employment Opportunity (EEO). It is the respondent’s responsibility to make a good faith effort in offering fair opportunity for participation in this project. Documentation of applicable efforts may be required. The current fair shale goals for the State of Texas are as follows:

Small, Minority, and Women Business Enterprises (SMWBE are encouraged to submit qualification statements for consideration as are Small Business in a Rural Area (SBRA).
The City requires professional liability insurance for firms with which it contracts, and firms must state coverage and amounts. Identify firm's executives or others who have current claims or who have participated in litigation against the City of Del Rio while with another firm. Firms currently under litigation with the City or whose executives have been in litigation with the City may not be considered for this project.
The City reserves the right to reject any and all statements of qualifications if it deems in the best interest of the City.
Deadline for submission of five copies of the qualifications is November 28, 2018 at 2:00 P.M.
