RFQ R:2026-008 REQUEST FOR QUALIFICATIONS FOR DESIGN-BUILD SERVICES FOR THE BUENA VISTA POOL REHABILITATION PROJECT FOR THE CITY OF DEL RIO

The City is seeking Statements of Qualifications (SOQs) from qualified engineering and architectural consultants for evaluation, design and construction phase services, related to the rehabilitation of the Buena Vista Swimming Pool located at 1300 Kings Way in Del Rio, Texas 78840. The selected firm will provide evaluation, design, and construction services, including demolition of the existing pool and related infrastructure. The new pool must be constructed of reinforced pneumatically applied concrete, with slip-resistant concrete decks, playscapes, interactive water features, and/or slides. All work must comply with applicable Texas Administrative Codes and standards.
The City will be accepting sealed submittals up until 2:00 PM CST on June 11, 2026. Submittals can be mailed, or hand delivered. All submittals received after this time will not be accepted and will be returned unopened. Bids should be delivered and labeled as follows:

A pre-submittal meeting is scheduled at location on April 20, 2026 at 10:00 AM CST. The address is 1300 Kings Way, Del Rio, Texas 78840. The City will accept questions via e-mail sent to Purchasing@cityofdelrio.com up until May 27, 2026, at 5:00 PM CST. Only information delivered in writing is binding. All statements of qualifications should be received by the City Secretary no later than June 11, 2026, at 2:00 PM. Statements of Qualification received after this date and time will be returned unopened.
This solicitation does not commit the City of Del Rio to award a contract, to pay any costs associated with the submission or preparation of any statement of qualifications submitted, or the procurement of the items or services listed. The City of Del Rio reserves the right to consider any other factors that it deems to be relevant to its needs. The City reserves the right to request additional information from an individual or to request all submitters to submit supplemental materials in fulfillment of the content requirements of this request for qualifications (RFQ) or to meet additional information needs of the City. The City also reserves the unilateral right to waive any technical or format requirements contained in the RFQ.
