The City of Del Rio is requesting statements of qualifications for the construction of the following Project:
Del Rio Northside Sewer Line Project - Phase I
TWDB Project No. 73786
Statements of qualifications for firms interested in the construction of the project will be received at the Del Rio City Hall located at 109 West Broadway, Del Rio, Texas 78840, until July 10, 2026 at 2 pm local time. At that time submissions will be publicly opened and the names of the offerors and monetary proposals shall be read aloud.

The Project includes the following Work:
• Construction of sanitary sewer collection system pipeline & components replacing existing sanitary sewer infrastructure including approximately 37,600 LF total (6,600 LF for Phase I) of wastewater gravity mains and associated sitework as shown in the drawings. The project will include all pipes, manholes, encasements, lateral connections, surface restoration including pavement, testing, SWPPP measures, traffic control, and related material & procedures as outlined in the construction plans and specifications.

Plan, Specifications, and associated Project documents may be downloaded from the designated website. Prospective offerors are urged to register with the designated website as a plan holder, even if Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Proposal for the Project. All official notifications, addenda, and other Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Project Documents, including addenda, if any, obtained from sources other than the designated website.

Project Overview Meeting
A Project Overview Meeting for the Project will be held on May 28, 2026, at 2 PM CST at Del Rio City Hall located at 109 West Broadway, Del Rio, Texas 78840. Attendance at the meeting is encouraged but not required.
Funding
Any contract awarded under this Request for Qualifications is expected to be funding in part or in whole by financial assistance from the Texas Water Development Board (TWDB) and the North American Development Bank (NADBank). Neither the U.S. Environmental Protection Agency (EPA) or the State of Texas, nor any of its departments, agencies, employees, are or will be a party to this Request for Qualifications or any resulting contract.
Any contract awarded under this Request for Qualifications is contingent upon the release of funds from the TWDB.
Any contract awarded under this Request for Qualifications is subject to the American Iron and Steel (AIS) requirements of federal law, including the federal appropriations acts and/or Section 608 of the Federal Water Pollution Control Act.
This contract is subject to the Texas Water Development Board (TWDB) and the Environmental Protection Agency’s (EPA) State Revolving Fund (SRF) Procurement requirements, which includes and offers procurement opportunities to all businesses during solicitations. EPA rules require that applicants and prime contractors/consultants make a good faith effort to award a fair share of contracts, subcontracts, and procurements in a nondiscriminatory manner through demonstration of the six affirmative steps. Davis-Bacon Wage Rates
Davis-Bacon prevailing wage requirements apply to construction, alteration, or the repair of treatment works carried out, in whole or in part, with assistance made available by the Clean or Drinking Water State Revolving Fund Programs (CWSRF or DWSRF).
