Our mission is to guide the City of Del Rio's growth by creating a vibrant and self-sufficient city with a unique identity. It is our department’s goal to encourage and promote responsible development to meet the opportunities of Del Rio’s future. The goal is to collaboratively work with citizens and developers to create a place where people live, work and play in a safe environment.

Our diverse staff issues verification letters, administers code enforcement, maintains the City of Del Rio's GIS (geographic information system) maps and data, reviews subdivision plats and site plan reviews, completes annexation studies, and makes recommendations to the various land development boards and commissions and ultimately to City Council.

We are committed to encouraging citizen participation, education, customer service and partnerships with all community stakeholders. Our department meets with the community including both the residents and business owners on a regular basis to discuss land development topics and answer questions and concerns.

Below are procedures that will guide you through the development process:

Engineering Department

The Engineering Department is primarily responsible for the design, supervision, and inspection of infrastructural improvements and development projects. The Engineering Department's mission is to provide the highest standard of public service and help facilitate economic growth and constructive change in the public's best interest.

Planning and Zoning Department

The Planning and Zoning Department helps guide the development process with the goal of ensuring quality land development for the future of Del Rio and preservation of the community’s unique historic and environmental features in accordance with the City’s Comprehensive Master Plan.

Code Compliance

Code Compliance is responsible for assisting and servicing the public with commercial and residential development projects, to ensure that there are no health or safety hazards that might endanger the public. This is done by determining if the project is in compliance with all City codes and ordinances. These code requirements are the minimum standards the City has adopted to protect the interests and eliminate hazards that could affect public safety, health, and general welfare.

Other City departments that are part of the Development Services team includes Economic Development, Community Health Department and the Fire Marshal who reports to the Fire Department.

Permit Information

Permit Required

Permit required for any structure constructed/placed on your lot including, but not limited to:


  • New residential houses
  • The placement of accessory structures such as storages and carports, including prefabricated storage buildings and carports, fences and pools that are permanent or storable in or above ground that are 2 feet or more in depth require a permit.
  • Remodeling, renovations and additions to the existing residential structures
  • Enclosure/extension of porches or carports, reroof or repair of more than 50% of a roof, change of more than 50% of the exterior finish of the building, change of water heater, connection of electrical power.
  • All plumbing, mechanical and electrical work requires a licensed plumber, mechanical technician and electrician.
  • Garage sales


  • A Certificate of Occupancy permit is required before occupying a building, lease space, change of ownership of a business, change of business name, or before relocating business from one location to another.
  • Remodeling, renovations and additions to the existing residential structures, enclosure/extension of porches or carports, reroof or repair of more than 50% of a roof, change of more than 50% of the exterior finish of the building, change of water heater, connection of electrical power.
  • All plumbing, mechanical and electrical work requires a licensed plumber, mechanical technician and electrician.
  • A permit is required to make any structural change to an existing commercial building.
  • A sign permit is required prior to erection, repair, alteration or relocation of any sign. If the sign is illuminated an electrical sign contractor must be involved in the permitting process.


  • The demolition of a commercial structure requires a demolition permit with an asbestos report
  • Please note that although the Code Compliance Department does not require an asbestos report for the demolition of residential structures, the Del Rio Landfill will required the report before the waste can be deposited in the landfill (as per state requirements).

Permit NOT Required

  • A permit is not required for painting or cosmetic work to the interior or exterior of any structures.
  • A fence permit is not required if you are replacing non-structural elements such as wood planks, chain link, etc.
  • A permit is not required for driveway construction on City of Del Rio Roads.

Outside City Limits

Residential properties located outside of the city limits, but desire to connect to the City of Del Rio Water and Sewer services are required to get a licensed plumber to obtain a plumbing permit and to obtain a Certificate of Compliance from the City Planner. No other building permit is required in this area from the City of Del Rio.
