Established by Ord. No. O-2018-139; The animal control and advisory board shall have the following duties and responsibilities:

Act solely in an advisory capacity to the city staff and the council in all matters pertaining to animal control; shall acquaint itself with and make a continuous study and review of the complete animal control services of the city; and shall confer with the staff and city council from time to time as to the present and future maintenance, operation, planning, acquisition, development, enlargement, and use of the city's animal facility. Provide recommendations to the director of community services, on the development of long-range capital improvement programs, and when its opinion the need exists for additional facilities, grounds, or premises; and recommend the acquisition of additional staff, equipment, or supplies.  Develop for the council's review the rules, regulations, and policies concerning the use of animal control enforcement; visit the animal control facility at the city at times selected by the board, and inspect all phases of operation at the facility;

Develop programs, materials, and/or work with appropriate city staff to develop partnerships or secure funding for community-wide programs and initiatives aimed at educating the public on responsible pet ownership and providing health services to pets, including vaccination and spaying and neutering services.  Through a selected spokesperson, the board shall make both an oral and written report to the council, when requested but not less than quarterly, concerning the board's current activities and future proposals.  The board shall have no authority over the direction, supervision, employment, discipline, duties, or termination of employees of the animal control division or any other division of the City of Del Rio. No supervisory power of the board is created or should be implied by the language herein.  All powers and duties proscribed and delegated herein are delegated to the board as a unit and all action hereunder shall be of the board acting as a whole. No action of an individual member is authorized except through the board.

The Building and Standards Commission was created by Ordinance No. 95-21. The function of the building standards commission is to determine what action should be taken regarding buildings which the official has classified as not meeting the safety standards of the city and which the owners, mortgages or lien holders have failed or refused to remove or repair.

History of Del Rio’s Economic Development Corporation (DREDC)

In a special election that took place on May 7, 2016 voters approved reducing the additional 1/2% city sales and use tax for property tax relief to 3/8% and adopting an additional 1/8% city sales and use tax for economic and industrial development as permitted under the provisions of Chapter 504, Type A Corporations of the Texas Local Government Code.

Thereafter, on August 23, the City Council chose nine citizens from a pool of 17 applicants to serve as the first board of directors for the new Del Rio Economic Development Corporation (DREDC). 

The original nine members of the Del Rio Economic Development Corporation are as follows: Sylvia Owens, Don Newton, M. Roberto Garza-Crosby, James Wacaser, Frank Larson, Jerry Simpton, Lucas Gilliam, Antonio Rodriguez, Manuel Pacheco.

The 1/8% rate reduction for the property tax relief sales tax took effect on September 30, 2016. The 1/8% rate for the additional local sales and use taxes for economic and industrial development became effective in the City of Del Rio on October 1, 2016. The total city sales tax rate will remain the same. 

Based on historical trends, the DREDC hopes to receive and successfully manage $500,000 per year in sales tax revenues.

Established by Ord. No. R-2013-027; The parks and recreation advisory board shall have the following duties and responsibilities:

Implement the City of Del Rio Comprehensive Master Plan, parks and recreation, chapter 4 adopted by city council, and develop and make recommendations to the city council on matters concerning parks and recreation within the scope of the comprehensive master plan, review all new park development plans, address citizens' concerns regarding parks and recreation parkland, facilities, services and programs.  Accept responsibility to search for, create and execute new and innovative approaches to improve the performance of parks and recreation services and objectives.  Search for and develop funding partnerships and services; grants, corporate, etc.

The Planning and Zoning Commission was created in 1962. (Code 1962, § 2-1-1) Duties of the commission are under the flood control ordinance, § 11-80 et seq.; zoning generally, Ch. 30.

Established by Ord. No. O-2015-117; The golf course commission shall have the following duties and responsibilities:

Develop and make recommendations to the city council on matters concerning the operations and management for the golf course for the City of Del Rio.  Advise city council on matters relating to the use, maintenance, improvement, promotion and operation of the San Felipe Springs Golf Course.  Review and approve the golf course's annual fiscal year budget and operating plan.  Review monthly financial reports, course fee structure and provides an annual report to city council.  Perform additional duties and functions as may be required from time to time by specific action and direction of the city council.

Powers of the Zoning Board of Adjustment: (l) Hear and decide appeals where it is alleged there is error in any order, requirement, decision, or determination made by an administrative official in the enforcement of any zoning ordinance (2) Hear and decide special exceptions to the terms of any zoning provision and (3) Authorize upon appeal in specific cases such variance from the terms of the zoning provision as will not be contrary to the public interest. Meeting minutes shall be kept of all its proceedings.
