The annual budget serves as the foundation for the City of Del Rio’s financial planning and control. It is prepared by the Finance Department and from the efforts of all departments to balance the City Council priorities and be in accordance with provisions of the City Charter. The annual budget outlines the City’s spending plan and priorities for the subsequent fiscal year which runs from October 1 to September 30.

Budget Notices
The City is required to hold public hearings on the proposed budget. Any person may attend and may participate in the hearing. (Loc.Gov.Sec.102.006)

GFOA Distinguished Budget Award
The Government Finance Officers Association’s (GFOA) mission is to advance excellence in public finance. The GFOA Distinguished Budget Award is the only national awards program for government budget which focuses on transparency and accountability. The GFOA provides an independent review and critique of the budget document which is awarded to City’s that demonstrate a policy document, financial plan, operations guide and communications device.

Capital Improvement Plan
The Capital Improvement Plan is a multi-year plan identifying capital project to be funded during the planning period. The capital improvement plan provides for items such as major construction or reconstruction of streets, gas, water and wastewater lines, parks or the purchase of major equipment. Projects in the plan include water distribution projects, wastewater collection projects, building improvements, parks and streets projects.
